Ayatollah Khamenei issued the decree in response to a request by the Iranian judiciary on the occasion of the forty-fourth anniversary of the victory of the Islamic Revolution. In his request, Gholamhossein Mohseni-Ejei said many of those who committed crimes during the foreign-backed riots are now repentant and ask for forgiveness. Those facing lawsuits by private litigations are not eligible for the amnesty either. Ayatollah Khamenei has also granted amnesty to a number of people convicted of other crimes.
