Putin was addressing an award ceremony for Russian Olympians at the Kremlin. He went on to say that such rulings were prompted by political pressure.

The Russian president pledged to stage special competitions for banned Paralympic athletes, "The decision to disqualify our Paralympians is outside the bounds of law, morality and humanity,'' Putin said at an award ceremony for Olympic athletes at the Kremlin.

The IPC suspended Russia Paralympians August the 7th because of state-sponsored doping. The verdict was upheld by the Court of Arbitration for Sport on Tuesday, meaning that nearly 250 Russian competitors were barred from taking part in Rio. Meanwhile, the Russian Paralympic Committee president has promised to press on with legal action to quash the verdict. The Rio Paralympics will run from September 7th to the 18th.
