Member associations of FIFA approved a package of reforms at the extraordinary congress.
The reforms are aimed at fighting corruption in the crisis-hit organization. They include limits on presidential terms, the disclosure of salaries and the separation of political and managerial functions.
A new council will also replace the current Executive Committee. The council will also include a female representative from each confederation.
The measures were adopted by 179 members, while 22 voted against, and 6 others abstained.
FIFA was plunged into crisis last year, after dozens of its officials were indicted for corruption, while its long-serving President Sepp Blatter was forced to step down amid allegations of corruption.
