Russia says Chinese proposal can serve as basis for Ukraine peace deal

Russian Deputy Foreign Minister Mikhail Galuzin has said the Chinese peace plan for Ukraine could serve as the basis for a future peace agreement between Moscow and Kiev.

“Some of the provisions of the peace plan presented by our Chinese colleagues can be the basis, the basis for future peace efforts,” he said in an interview with RT published on Friday, referring to a peace plan offered by China earlier this year that included 12 points.

However, Galuzin said it’s up to Kiev to resume negotiations, as it was the party who pulled out in the first place. He said Russia has never sought to avoid peace talks.

“In March 2022, it was Russia that responded positively to a Ukrainian proposal to hold peace talks. And the two sides were close to an agreement. We even formulated a draft treaty with Ukraine,” he said, referring to talks mediated by Turkey.

Kiev has not responded to a document that Moscow put forward in April based on what Ukraine suggested in Istanbul, Galuzin said.

“The Kiev regime was stopped by its Western mentors,” he claimed, reiterating a view previously expressed by other senior Russian officials.

The Chinese peace plan calls for an immediate ceasefire, dialogue, and respect for all countries' territorial sovereignty to replace the continuous fighting in Ukraine.

The plan also urges both sides to agree to a gradual de-escalation and warns against the use of nuclear weapons.

US making money in Ukraine

The senior Russian diplomat said the US policy on Ukraine is inherently cynical and ignores the interests of the Ukrainian people.

The US “and its satellites” want to weaken Russia and are using Ukraine as a tool to do that, the diplomat stated.

Galuzin told RT that the US and its NATO allies “consider Ukraine as just raw material for [fulfilling] their aggressive purposes against Russia.”

“They seem to be ready to continue this fighting to the last Ukrainian, unfortunately,” he said.

Washington has declared the “strategic defeat” of Russia in Ukraine as its goal, he noted, with the US and its allies delivering weapons to Kiev on an unprecedented scale.

He said Washington is the biggest beneficiary of the hostilities.

“The main beneficiary of [arming Ukraine] is the USA. [Its] military-industrial complex… is now ensured orders for years to come. They are making profit on the war they conduct in Ukraine against us,” Galuzin said.
