Could Sudan opposition’s civil disobedience spark chaos?

The two sides in Sudan are at loggerheads, grappling over whether an overall ruling council that would replace the existing army council, should have a civilian majority or a military one.

There is also a disagreement over the next stage in the transition. Sudanese protest leaders have called for civil disobedience after the military's "disappointing" response to their proposals for a transitional period that they say is aimed to delay the transfer of power to a civilian authority.

The military and the opposition are at odds over the composition of the joint civilian-military council and whether it should have a civilian or military majority. And the longer this uncertainty continues, the bigger the likelihood of chaos occurring.
