China defiant after US plan to limit tech exports

China says it firmly opposes the United States' "abuse of export control measures" to interfere with the normal "cooperation between businesses" after media reports said that the Trump administration was planning to limit exports of sophisticated technology to adversaries like China.

Speaking at a regular news conference in Beijing on Wednesday, foreign ministry spokesman Geng Shuang said limiting tech exports will not disrupt China's innovation or development.

“China firmly opposes the US' generalization of the concept of national security and abuse of export control measures to interfere and restrict with the normal communications and cooperation between businesses. We urge the US to do more for mutual trust and cooperation and not the opposite," he added.

"No matter whether the US side (uses) restrictions, interferes, sabotages or blockades, these will not cause any huge difficulties for China. Any temporary frustrations will only serve to inspire ingenuity and the vigourous spirit from the Chinese people. We have absolute confidence in China's scientific progress and China's development."

"The great achievements over the past seven decades are earned by the Chinese people through our self reliance, painstaking efforts and hard work. Disruptions and blockades will never create and difficulties for Chinese people . They will only make us work harder to make China stronger."

A document seen by Reuters shows the US Commerce Department is putting the finishing touches on five rules covering products like quantum computing and 3-D printing technologies that were mandated by a 2018 law to keep sensitive technologies out of the hands of rival powers.

In a move that should appeal to US firms, the rules will be submitted to international bodies for approval so that they may be implemented overseas, not just by the United States.
