Turkey has been warned that if it reinstates death penalty in the wake of the abortive coup, the the country will not be permitted to join the European Union. EU foreign ministers say the weekend coup attempt in Turkey cannot be used as an excuse to abuse fundamental human rights. The ministers also discussed the recent terrorist attack in France.
