Russia and Ukraine have failed to reach an agreement on holding local votes in Eastern Ukraine during talks in Berlin. The meeting was held to resolve differences between Moscow and Kiev. Now, the failure has added to a growing sense of hopelessness in Ukraine over the fate of the ongoing crisis. Press TV’s Lena Savchuk reports.
