Catalan new cabinet fails to take office after Spain blocks decree

The regional government in Catalonia has failed to take office once again. The Spanish government is against the appointment of four ex-officials included in the cabinet list. Madrid is prosecuting them for their role in the 2017 independence referendum. As our correspondent Kusai Kedri says the development allows Spanish Prime minister Mariano Rajoy to extend the application of direct rule in the region.
