European Parliament seeks robot regulations, rights

Do you think an intelligent robot should have rights or ever be blamed for committing a crime? The European Parliament is trying to answer such questions with new regulations for Europe’s robotics industry.

A newly-released report by a member of the Parliament has called for a robust legal framework to look at robot-related issues such as liability, safety and changes in the labor market. The report stressed that EU-wide rules are especially concerned with regulations that insure the prevention of intentional or accidental criminal cases.

The proposals are also trying to clarify whether the manufacturer, the operator or the robot itself should be held accountable for crimes. The MEPs insist that the clarity of the expected regulations is essential in the ever-evolving world of robots.

Members of the Parliament also urge the Commission to create a special agency to deal just with robotics law. Recommended “kill” switches to shut down robots in emergency cases and a code of ethical conduct are among proposed the regulations.
