The parliament in Turkey has voted to initiate a highly controversial debate to address constitutional reforms that would place absolute power in the hands of the country's president, Rejep Tayyip Erdogan. The discussion on the package of reforms comes at a time when the country is in a state of emergency following a bout of terrorist attacks.
