After more than three years of courting high finance and corporations, French President Francois Hollande may be finally addressing the needs of the average citizen. But his surprisingly modest tax cut plan has left many wondering if he's trying to boost France's economy, or his record-low approval rating. Ramin Mazaheri has more from Paris.
