How is US using Daesh to engage Iraq, Syria ?

The US and its allies claim they are fighting against terrorist groups in Iraq and Syria such as Daesh.

However, many analysts argue that the US is using Daesh to create constant regional fear, instability and therefore susceptibility to occupation and control. Meanwhile, many reports claim that Western-backed air raids mostly kill Kurdish militants who are fighting Daesh.
