IDPs cannot participate in local elections due to law restrictions

Over a million Ukrainians displaced by the conflict in the east may not be able to take part in local elections this year due to shortcomings in the law. Rights groups say there must be amendments to the constitution as it has no term that would apply to the new issues facing the internally displaced people.
