Police reforms in New York effective?

Following the death of Eric Garner and other unarmed civilians by police, New York Mayor Bill De Blasio initiated a set of reforms to the NYPD.

He stresses that the department has revamped its training program and all officers are being newly taught on how to handle street confrontations.

However, Garner’s family and their supporters say until the officer responsible for his death is not indicted, justice will not prevail. Demonstrators continue to take to the streets with the slogan Black Lives Matter.

What reforms have been put forth by the police department and how effective have they been?
