Press TV has conducted an interview with Mike Billington, with the Executive Intelligence Review from Leesburge, for his take on Washington’s claim against Beijing over China's 'violation' of international norms in the South China Sea.

The following is a rough transcription of the interview.

Press TV: Where do you stand on this issue? Is the United States militarizing the South China Sea?

Billington: Oh, certainly. I think Mr. Yang Yujun, the Defense Ministry spokesman, was being very reserved, very diplomatic. If you contrast what China has done building up a few islands, drilling for oil, this is declared by the Obama administration as aggressive, as breaking the status quo, you simply have to contrast that to the reality on the ground, which is that the US is not only increasing their over-flights as Mr. Yang said. But we are sending the most massive military deployment into the Philippines in to eight different bases air, see, land forces, deploying or trying to deploy Thaad missiles into South Korea although they’re resisting that.

In generally and an encirculment of China just as your previous spokesman said there was a encirculment of Russia with anti-ballistic missiles, moving NATO up to the border and the same process is going on in China. And if you contrast those, who’s breaking the status quo. Building a few islands and drilling for oil is hardly militarizing anything and yet you have the massive militarization and preparation for war both against Russia and China going on unabated and quite openly by the Obama administration.

This is not about the South China Sea, it’s not about Ukraine as your previous spokesman also said. This is about the BRICS. This is about the fact that the Western financial system is in state of collapse and the British-New York-Wall Street crowd do not like seeing that Russia, China, India and others around the world are putting together an alternative to the austerities, you’re wrought, anti-technology, genocidal policies of the British and the Obama administration. And they’re willing to go to war to stop it.

It’s Mr. LaRouche’s view on this that unless we take advantage of the current enormous crisis in the United States, the exposure of the Obama administration for multiple crimes to remove him from office now or marginalize him such that he is ineffective in trying to start the war during this month of August, while the US Congress is out of session, when he can act with somewhat with impunity.

We are extremely concerned that there would be “Guns of August” if we do not succeed here in the US to remove him, to bring together the both democratic and a few Republican forces, who recognized the danger and insanity of this military confrontation with Russia and China. And at the same time, implement the kind of economic policies here, which Mr. LaRouche and our organization have fought for, which is for the US and Europe to join with the BRICS in these great development projects, which they’re unleashing across Eurasia also in Africa, South America and throughout the Asian continent. So, this is a turning point, we are in a showdown. We are five minutes to midnight. And the Chinese are absolutely right that the US is extremely guilty of militarizing the region.

I think you have to go further and acknowledge that they’re capable and willing to start a war, thinking they can force China and Russia to back down from creating a new world monetary structure and new economic structure based on the common aims of mankind. As they are in fact against the vicious austerity depopulation, anti-growth policies that dominate the US and the Europe today.
