Russian President Vladimir Putin says illegal foreign intervention in some Middle Eastern countries has resulted in the emergence of ISIL.

“There was no terrorism in the countries where it (ISIL) is active now until a totally unacceptable outside interference, which occurred without United Nations Security Council permission, took place,” Putin said Tuesday in a meeting with top security officials of BRICS - a group comprising Brazil, Russia, India, China and South Africa.

“We know what is going on now, say, in the Middle East, in North Africa, we know problems connected with the terrorist organization” in the region that is called ISIL, he added.

Ahead of the 7th BRICS Summit in the Russian city of Ufa, Putin discussed security cooperation with the national security advisers of fellow BRICS member states.

The ISIL terrorists currently control swathes of territory across Syria and Iraq. They have committed heinous atrocities in both countries, including mass executions and beheading local residents and foreign nationals.

Since September 2014, the US along with some of its regional allies has been conducting airstrikes against purported ISIL targets inside Syria without any authorization from Damascus or a UN mandate. The airstrikes in Syria are an extension of the US-led aerial campaign against what are said to be ISIL positions in Iraq, which started in August 2014.
